Why JKSSB Eliminates Provisionally Selected Aspirants? - Kashmir Student

Keeping the below factors in view, the Jammu & Kashmir Service Selection Board eliminates the Provisionally Selected Draftsman Aspirants in Final Selection list:-

The qualification prescribed for the posts of Draftsman Civil for both the Departments as mentioned in the respective Indents and subsequent Advertisement Notifications are as follows: 
“Two Years Draftsman Training Course Certificate/Diploma from any Government recognized Institute”. 

The criteria adopted by the Board for making selection to the post of Draftsman Civil was also notified in the Advertisement Notifications and which is as follows:
“The selection for the posts shall be made on the basis of merit obtained in written examination only”;

As per the criteria adopted, the Jammu and Kashmir Services Selection Board conducted Computer Based Test (CBT) for selection of candidates w.e.f 27.10.2021 to 02.11.2021 & 08.11.2021 to 12.11.2021 in multiple shifts/sessions and the result of the said examination was declared vide Notification No. SSC/COE/CBT/2021/8929-36 dated 20.12.2021;

On the basis of merit obtained in the result, the candidates falling within the consideration zone were called for document verification vide No. SSB/SOE/CBT/2022/211-18 dated 08.01.2022; and Whereas, a Selection Committee was constituted vide Order No. 30-SSB of 2022 dated 28.01.2022; 

Since the combined written examination was conducted for all the cadres for the posts of Draftsman Civil, the Jammu and Kashmir Services Selection Board sought online preferences with regard to cadres, from the candidates from 09.02.2022 to 11.02.2022;

The Selection Committee scrutinized the documents, application form etc and together in accordance with the rules applicable to the case and as per the principle of merit-cum-preference, prepared a provisional selection list of UT Cadre posts of Draftsman Civil under Item No. 132 and the said provisional list notified vide Notification No. SSB/Secy/Sel/2022/1623-32 dated 23.02.2022 and the provisional selection list for Division Cadre Kashmir and Division Cadre Jammu were notified vide Notification No. SSB/Secy/Sel/2022/1635-44 dated 23.02.2022.

It was also notified in the provisional selection list that the candidates can submit their grievances/representations if any alongwith the documentary evidence against the said provisional selection list from 23rd of February, 2022 to 27th of February, 2022.

The Jammu and Kashmir Services Selection Board received a total of 64 representations in respect of aforesaid provisional selection lists.

Most of the representations inter-alia were pertaining to the qualification prescribed and the equi-percentile method of score normalization adopted by the Board. 

These representations were considered by the Selection Committee and after taking into account the rules governing the field alongwith other relevant factors recommended disposal of all the 64 representations subject to consideration and approval of the Board. 

The representations alongwith the recommendations of the Selection Committee were placed before the Board in its 199th Board Meeting held on 09.03.2022.

The Board considered the representations/objections submitted by the candidates alongwith recommendations/views of the Selection Committee together with the rules governing the field and decided as under:

i. “It was noted that the prescribed qualification for the post of Draftsman is “two years Draftsman training course Certificate/ Diploma from any Government recognized institute.” 

It was also noted that the Public Works (R&B) Department vide No. PWD(R&B)/127/2019 dated 29.12.2020 amended the qualification for the post in question as : 
“two years Draftsman training course Certificate/ Diploma from any Government recognized institute.” 

in place of 
“ two years Draftsman Training Course Certificate/Diploma in Civil Engineering from Government recognized institute”, 

and in pursuance thereto the Board vide No.SSB/Secy/Advt.No./2021/228-243 dated 11.01.2021 issued a corrigendum to the Advertisement Notification No. 05 of 2020 dated: 24.12.2020. It is also important to add that the if higher qualified candidates like those possessing Three year’s diploma In Civil Engineering were to be considered for the post of Draftsman, then it would be unjust and unreasonable to exclude candidates having four year’s degree in Civil Engineering. Therefore, the Board taking into consideration all relevant aspects including facts mentioned above together with the intent behind carrying out amendment in the prescribed qualification by the Public Works (R&B) Department, deemed it to expedient to concur with the position taken by the Selection Committee in declaring the candidates with three year’s Diploma in Civil Engineering as “Not Eligible” for the post of Draftsman.

ii. It was noted that the Board vide Notice No. SSB/COE/CBT-II/2021/7357-65 dated 27.10.2021 has notified that the equi-percentile method of normalisation shall be used to prepare the merit of candidates and all the candidates have participated in the written examination followed by declaration of result. The equi-percentile method of score normalization is a widely used practice by all reputed national and state level testing agencies for multi-session examinations. Therefore, to raise questions on this method at a delayed stage, after the provisional selection list has been notified and final selection list is about to be published, is merely an afterthought as the candidates have not been able to make grades”.

Now, therefore in view of the above, it is hereby ordered that 
i) The representations of the candidates with regard to prescribed qualifications and objections to the percentile method are hereby rejected being devoid of merit.

ii) The withheld recommendations in respect of 15 candidates shown in the provisional selection list are hereby released as recommended by the selection Committee.
