For new recruitment purposes, Domicile Certificate is essential for the applying candidates. Without domicile certificate, a person can't get his job even though if he has been selected in the entrance job examination. So for job & various other exams, domicile certificate is now one of the eligibility. Features of New Domicile Rule
The domicile rule makes all local government jobs available to non-natives, including those in police and administration, which means they will now be able to serve in such positions as station house officers and senior superintendents of police, besides secretaries, head of departments, deans and professors in state-owned universities.
As a result, the immediate implication of this change will most likely be reflected by the administrative set-up, which has so far been dominated by J&K natives.
Who can be domiciled or employed in J&K?
The new rule only reserves non-gazetted class four jobs for Jammu & Kashmir natives. It also lists certain conditions one should fulfil to qualify as a domicile applicant — applicants should have resided in J&K for 15 years, or studied in the state for seven years and appeared in either the Class 10 or the Class 12 examination there.
Children of central government officers (Army, paramilitary forces, IAS, IPS), and employees of public sector undertakings and banks, central universities etc who have served in Jammu & Kashmir for 10 years will also be eligible to apply for gazetted and non-gazetted government jobs. These included those who work outside the state.
Migrants registered by the Relief and Rehabilitation Commissioner need not fulfil the aforementioned requirements and will automatically be eligible for a domicile certificate.
IMPORTANT INSTRUCTIONS
1. Before applying the Service, User has to register using the Citizen Registration Link given on login Screen. Already Registered Citizen can avail the Service Using Login ID and Password generated after Citizen Registration.
2. Applicant has to upload the Passport size scan photo (jpg image) in the clear background of size less than 50 kb.
3. Please, note the user id and password entered by the applicant during registration for Login and availing the service.
4. Please, select the role type Citizen while entered login credentials by the Applicant using Citizen Users ID and Password.
5. After Login, Applicant has to click on the e-services tab in the left menu and thereafter click on the department to which he has to avail the service.(e.g. Scholarship schemes under Social Welfare Department or Domicile Service Using General Administration Dept.)
6. Please, note the Citizen ID, Username and Password after successful registration of Citizen as it will be required at the time of availing the service.
