Conduct of Online Counselling of NEET UG, 2020 eligible candidates. [NEET-UG-NN54 Dt. 30-11-2020] 
Whereas, the Board has decided to allow such candidates, who have deficiency of documents like domicile certificate/date of birth certificate/10+2 marks card but their selection shall be provisional and subject to the production of their deficient documents at the time of provisional admission in the respective allotted colleges; and Whereas, the candidature of two candidates having NEET Roll No. 2502123244 and 2501009212 having NEET score 123 and 120 respectively are rejected as they have not qualified the NEET UG 2020 Entrance Test for which 147 is the minimum NEET qualifying score in Open Merit category; and Whereas, on the basis of receipt of sports points by the Board from J&K Sports Council in respect of Ms. Sunakshi Thakur D/o Shri Raghubir Singh R/o Hari Chumma, Teyrath Rajouri vide letter No. SC/491-NEET-UG/1447-51 dated 18-11-2020, the candidate was included in the Notification No. 50-BOPEE of 2020 dated 21-11-2020; and Whereas, the J&K Sports Council, Jammu vide their letter No. SC/491-NEET-UG/1483 dated 18-11-2020, has withdrawn the name of Ms. Sunakshi Thakur D/o Shri Raghubir Singh R/o Hari Chumma, Teyrath Rajouri and accordingly this has also withdrawn her name from the Notification No. 50-BOPEE of 2020 dated 21-11-2020 abinitio; and Whereas, the J&K Sports Council, Jammu vide letter No. SC/491-NEET UG/1555-59 dated 23-11-2020 has intimated inclusion of Ms. Safoora Jan D/o Nisar Ahmad Ganai R/o Nillo, Kulgam in the sports category list and accordingly the Board has considered the recommendations of the J&K Sports Council and included her name in the list of Sports Category candidates and her sports category Rank is 45; and  
Whereas, one candidate namely Mr. Hamza Ashraf bearing NEET Roll No. 2502103606 has been excluded from the list of Sports category candidates as he has opted for RBA category; and
Whereas, one candidate namely Mr. Mohd. Arshad Akhoon bearing NEET Roll No. 2501030090 has been considered under Sports category as he has opted for the same and is withdrawn from the category of RBA and shall now figure at Sports Rank 77; and 
Whereas, one candidate namely Mr. Shakir Hussain bearing NEET Roll No. 2502205383, who was figuring in the Notification No. 50-BOPEE of 2020 dated 21-11-2020 at S.No. 81 in the Annexure A' to the said Notification is hereby excluded from the list as he is having NEET score 140 instead of 147 under Open Merit category. Accordingly, his candidature is rejected; and 
Whereas, the candidates who have applied under specific reserved categories but failed to submit the requisite valid reserved category certificates but fall within the eligibility score of Open Merit candidates, the Board in respect of such candidates has decided to convert their candidature into OM category; and 
Whereas, the Deputy Legal Remembrancer, Social Welfare Department vide U.O. No. 
SWD/Lit/130/2020 dated 25-09-2020 has informed that "In terms of J&K Re-organization Act, 2019, read with S.O. 3912(E) dated 30-10-2019, the rights of Persons with Disabilities Act, 2016 and the Rules framed thereunder were applicable in the Union Territory of Jammu and Kashmir, when the advertisement for NEET, UG, 2020-21 examinations was issued on 02.12.2019. Besides, the reservation provided to the PHC, as per the prevalent scheme of reservation is a horizontal reservation. However, S.O. 127dated 20-04-2020 will be applicable prospectively."; and 
Whereas, in view of the above opinion of the Social Welfare Department, the Board 
vide Notice No. 65-BOPEE of 2020 dated 25-11-2020 advised the willing/desirous candidates, who are in possession of PwD certificates to deposit the certificates/NEET score card in BOPEE Office, Srinagar/Jammu physically upto 28-11-2020 (2.00 p.m.); and 
Whereas, the Board has received the PwD certificates from 23 candidates regarding admission under the Rights of Persons with Disabilities Act, 2016; and 
Whereas, the Medical Council of India vide Notification No. MCI-34(41)/2018-Med./170045 dated 5thFebruary, 2019 has notified the criteria for consideration of candidates under PwD category under different disabilities; and 
Whereas, the Board shall fill up the MBBS/BDS seats in respect of the candidates belonging to PwD category during the second round of physical counselling, and their admission shall be purely provisional and subject to the condition that the respective college shall get them examined through their Medical Board before their consideration for admission as per the requisite MCI guidelines/instructions issued under Notification No. 
MCI-34(41)/2018-Med./170045 dated 5thFebruary, 2019 and in case any candidate is declared unfit by the Medical Board at College level his/her admission shall be treated as cancelled abinitio; and 
Whereas, the provisional selection of candidates belonging to the UT of Ladakh (Leh/Kargil) for MBBS/BDS Courses, 2020 shall be made during the second round of physical counselling as the Board is not in a position to fill up these seats during the first round of online counselling process due to some technical snags.

Now, it is hereby notified for the information of NEET UG, 2020 eligible candidates that:- 
1. The Board notifies the updated Provisional UT Merit List (PML) forming Annexure 'A' to this Notification. The Rank-wise revised list of Sports Category candidates is annexed as Annexure 'B" to this Notification, while the candidates, who have applied under PwD category is annexed as Annexure 'C' to this Notification. These three Annexures shall be available only on the official website of the Board viz www.jkbopee.gov.in 
2. The online counselling for filling up of seats will commence from 30-11-2020 (4.30 p.m.) to 03-12-2020 (midnight). 
3. The candidates vide Notice No. 67-BOPEE of 2020 dated 28-11-2020 have been informed to pay online counselling fee of Rs. 1500/- as also notified in the e-Information Brochure of NEET UG 2020. 
4. Allotment shall be made on the basis of merit cum preferences basis with due regard to the reservation rules as notified by the Board in the e-Information Brochure of NEET UG, 2020 including U.O. No. SWD/LIT/130/2020 dated 25-11-2020. 
5. Mere listing the name of candidates in Annexures 'A' , 'B' and 'C' to this Notification shall not entitle them to be eligible for admission. 
6. Mere enlistment of a candidate in the UT merit list (Annexure 'A') does not confer on him/her right for filling up of his/her online preferences during first round of 
counselling (i.e. filling up of discipline/institution chosen) unless otherwise the candidate has cleared his/her deficiencies for which the Board had already given enough time to the candidates having deficiencies. 
7. The Notification is without prejudice to the outcome of writ petition, if any, pending before any competent Court of law.
